## v1.1.0 — 2026-07-15

Adds the **reconstruction layer** — a from-raw re-derivation of the
Correia–Luck–Verner "Failing Banks" bank panel, verified cell-by-cell against
the published values and co-hosted at `data.freenic.org/reconstruction/`.

### New served files (6 parquet, under `reconstruction/`)
- **3 reconstructed-panel parquets** — `finhist_equivalent_1863_1941.parquet`
  (367,312 rows), `luck_core_1959_1975.parquet`
  (601,566 rows), `luck_equivalent_1976_2026.parquet`
  (2,026,104 rows).
- **3 cell-level reconciliation parquets** — `reconciliation_finhist.parquet`
  (2,632,440 rows), `reconciliation_1959_1975.parquet`

  (40,261,405 rows).
- Co-hosted metadata (not parquet-catalog rows): the combined + 3 per-era
  validation reports, the 3 pre-registered gate arbiters, and the construction spec.
- Parquet release grows **61 → 67 files**.

### Honest per-era verdicts (measured, not asserted)
- **finhist / OCC 1863–1941 (HIST):** **PASS** — 99.7061% of derivable
  cells matched (gate 99.5000%); UNEXPLAINED 0.0172%.
- **modern 1959–1975 (MODL):** **PASS** — 99.9753% matched
  (gate 99.9000%); UNEXPLAINED 0.0247%.
- **Fed-direct 1976–2026 (MODC):** **FAIL** — 96.4338% matched
  against the strict gate 99.5000%; UNEXPLAINED 2.2258%. The gate
  **FAILS** and the failure is stated plainly: the claim that the independent
  from-raw rebuild reproduces the published modern panel *cell-for-cell* is **not
  supported** and is held, not softened. SUPPLEMENTARY value-fidelity where both
  panels carry a value (NOT the pre-registered gate, clearly subordinate):
  **99.6247%** both-present / **99.8992%** excluding NOT-DERIVABLE — a conservative
  floor, never promoted to a headline.

### Provenance & licensing (per LICENSE_POSTURE §4)
- The **finhist / OCC historical layer (1863–1941) is CC0 1.0** — redistribution,
  modification, and commercial use are unconditionally permitted.
- The **modern-derived files (1959–2025) carry NY Fed Terms of Use** — attribution
  + keep-source-URL + **share-alike** (not relicensed) + no-endorsement; our
  derivative works are clearly labeled as ours and not attributed to the NY Fed.
- No upstream do-file code is redistributed; the reconstruction code + outputs are
  the campaign's own contribution. The mandatory citation block ships verbatim in
  the codebook, on `/reconstruction`, and in this package.


## v1.0.0 — 2026-07-14

FreeNIC's first semantic **v1.0.0** public release.

### Served release
- **61 files**: 60 base-table Parquet exports + the 163-year (1863–2026)
  bank-aggregate spine (`long_bank_aggregates_1863_2026.parquet`).
- Built from **warehouse build 1.4**, data vintage **2026Q1**.
- Every served Parquet's row count equals its warehouse source table's row
  count (G2 row-parity gate: 61/61 mapped files match).

### Lineage
- **Draft era** — internal warehouse construction; pre-public parquet snapshots.
- **50 tables** — first broad parquet export set.
- **61 files (2026-07-14)** — scope settled at 60 base tables + the spine, served
  on data.freenic.org.
- **v1.0.0** — this release: artifacts (release_manifest.json, SHA256SUMS.txt,
  codebook/, data_dictionary.csv, croissant.jsonld, CITATION.cff, LICENSE)
  regenerated deterministically from warehouse build 1.4 (2026Q1).

### Scope decisions
- `freenic_t` tentative tier is **excluded** from v1.0.0 (roadmap item; D1).
- Public **v1.0.0** is the version string everywhere; the underlying warehouse
  build (1.4) is recorded here in the changelog only (D2).

### Data license
- Compilation under **CC-BY-4.0** (E-3 provisional); code under MIT. Upstream
  per-source terms and required citations: DATA_LICENSE.md + PROVENANCE.csv.
